Is the Premier League that good or the top 4 is too much for Europe?

I think the it's the Premiership that's good. Teams there have more money to spend than others in the other leagues around Europe. Another thing I want to point out is that every season England has a representative in the UEFA Cup final 8 and it's not always the same team.
