How come they don't take my ex's refund or stimulus check when he is ordered to pay child support and he has

$5000 in back due child support? I know alot of people have asked this question and are answered with yes they do take the refund and stimulus check if there is back due c.s. But they have never taken his refund. Actually they are being very strict about taking child support. He has gotten away with not paying for a long time obviously. They ordered him to pay and the employer to withold from his check in December 07 and somehow he still dodged that while still working there and by the time we went to court again in March he had got a new job to start that day. The attorney told him if he didnt pay anything in 3 weeks (if i didnt recieve anything) for me to go to the courthouse and report it and he will be sentenced. Well right afterwards he went and filed a modification order so when 3 weeks came I went up there they said there was nothing they would do until the modification hearing and they don't have to take anything from him. I am frustrated with this.
