In the 5x7 displays,5 stands for what and 7 stands for what?

my college lecturer told me that 5 represents number of dots in row and 7 represents the number of dots in column.but i confused with this answer.i think show that 5 represents the number of rows and 7 represents the number of columns in the display.which one is correct?
